How motions become resolutions
What do the two names mean in the Council minutes at the start of each resolution?
Motions must be moved and seconded to open debate and prepare for a vote. The members of Council who move and second motions do not have to be in favour of the motions, nor do they have to vote yes when a vote is called.
Motions that are "carried" by a majority vote of quorum are passed and become resolutions.
Wollaston Council is made up of 5 members. A majority of the members of a municipal council is necessary to form a quorum. In our case, a quorum is 3. The Municipal Conflict of Interest Act allows that if a member of Council declares a "pecuniary" (financial) conflict of interest, "the remaining number of members shall be deemed to constitute a quorum, provided such number is not less than two."
What’s the difference between DRAFT Council minutes and ADOPTED Council minutes?
Council had adopted new “best practices” in order to provide as much transparency as possible and the Clerk will now be posting DRAFT Council and Committee of Council (Recreation & Revitalization) minutes within the week following a meeting. Those minutes will then be formally ADOPTED by Council or Committee at the next regular meeting and the ADOPTED minutes become part of the permanent public record.
